Start the event and complete the required battles. The event consists of several tiers, and you will need to complete each tier to progress.
After completing all the tiers, you will be rewarded with Jubilee character shards, which can be used to recruit her to your roster.
Note that the "X-Men Origins: Jubilee" event is not always available, so you may need to wait for it to return before you can unlock Jubilee. Also, you may need to have a certain level or roster strength to participate in the event.
